A Defining Moment

Recognised by Dr. A.P.J. Abdul Kalam

India's former President and the "Missile Man of India" personally recognised Santosh's work on Vision 2020 — Education Technology & Rural Empowerment, an initiative that went on to integrate ICT into classrooms and empower countless teachers, students and parents across rural India. It remains the moment that set the direction for everything that followed — from Global Classrooms to Quantum World Ventures.

The Complete Picture

Seven Facets of One Life's Work

Santosh Talaghatti is best understood not as one title, but as seven convictions practised at once — each reinforcing the others. This is the framework behind everything on this page.

Pillar One — Philanthropist

Transforming villages and rural schools, one classroom at a time

Not cheque-book philanthropy: Santosh has spent two decades physically rebuilding what rural India's schools and villages lacked — connectivity, digital literacy, and institutions that keep working long after he leaves the room.

🏫

Global Classrooms

Founded eLMNOP (2012–2016), a National Award-winning EdTech venture that connected 10,000+ rural schools across Maharashtra via cloud-based e-learning, transforming digital literacy for a generation of students and teachers.

🌾

India's First Smart Village

Led the transformation of Maan, Mulshi Taluka (Pune) into India's first Smart Village — a Governor-recognised model integrating energy, agriculture, education, governance and citizen digital empowerment.

🤝

Namaskar with Love Foundation

Founded and governed this Section-8 nonprofit (2020–2022), incubating and fundraising for 20+ ventures across EdTech, HealthTech, AgriTech & FoodTech, and directing a public-health programme reaching 50,000+ citizens.

🏛️

Government & Public Systems Reform

Strategic Change Management Consultant to NeGD/MeitY on Kerala's State e-Governance Mission — leading the State Service Delivery Gateway, e-Health, and AKSHAYA-CSC projects; later Economic Adviser to Rajasthan's Finance Department on IFMS/FinTech modernisation.

👮

Capacity Building at Scale

Trained 30,000+ health officers and 50,000+ police personnel statewide in Kerala through compliance-aligned governance frameworks and technology-adoption programmes.

🎓

Innovation Ecosystems

Founded and scaled Innovation Hubs and Centres of Excellence in AI, blockchain, fintech and quantum technologies — building capacity in higher-education institutions and mentoring 20+ youth-led start-ups.

Pillar Two — eGovernance Expert

Systemic eGovernance Reform, Sector by Sector

Over a decade of eGovernance work — not as a single project, but as the same reform discipline applied wherever government meets citizen: education, health, public finance, policing and now emerging-technology policy.

🎓

Education & Digital Literacy

Led MSCIT and e/m-learning digital-literacy rollouts reaching 60,000+ teachers across 10,000 schools, and citizen-facing digital access through AKSHAYA-CSC under Kerala's State e-Governance Mission.

🩺

Public Health

Strategic Change Management Consultant on Kerala's e-Health project — digitising health records and service delivery statewide, alongside training 30,000+ health officers in the new systems.

💰

Public Finance & Governance

Economic Adviser to the Government of Rajasthan's Finance Department (via PwC) — leading IFMS 3.0 modernisation, budget governance reform and compliance frameworks across the state's financial systems.

👮

Law Enforcement & Citizen Services

Delivered the State Service Delivery Gateway and connectivity programmes for Kerala Police, training 50,000+ police personnel statewide in compliance-aligned, technology-adoption frameworks.

⚛️

Emerging-Tech Policy

Policy advisor on the Karnataka Quantum Mission's AI-driven governance framework — bringing the same reform lens that shaped his earlier eGovernance work to India's next generation of state technology policy.

Pillar Three — Creator of Organisations

Six institutions, built for social good and technology development

Where most careers produce a resume, Santosh's has produced institutions — each one built to outlast the founder, with its own team, mandate and mission. See the full Enterprise page →

🤝

Namaskar with Love Foundation

Co-founded with AnA Ji in 2017 (Pune) — a DIPP-recognised Section-8 nonprofit digitising rural schools and empowering women and girls through its flagship Global Classroom platform. 10,000+ women and girls reached across 50+ villages.

🌐

Change Management Enterprise

A global L&D, consulting and R&D institute (Changement Capacity Building Pvt Ltd) built to train 10 million professionals in change management, leadership and digital transformation — 1M+ already trained, and the connecting hub for every other organisation below.

⚛️

Quantum World Ventures

Founded and led solely by Santosh — a quantum science & MedTech venture spanning Quantum Computing, Quantum Imaging & Sensing, and Quantum Communication for healthcare data, aligned with India's National Quantum Mission and Viksit Bharat 2047.

🩺

Heal Her Soul

A HealthTech platform (registered 2019, Bengaluru) pairing an AI chatbot with real counsellors for maternal and infant health, mental wellbeing, nutrition, yoga and meditation — working toward reaching 200,000 pregnant women.

🏫

Global Classrooms Foundation, USA

Grown out of the National Award-winning eLMNOP initiative that connected 10,000+ rural schools across Maharashtra — now a global education movement connecting schools worldwide with domain experts in support of the UN SDGs.

🌍

Heal The World

Change Management Enterprise's Global Innovation Hub, incubating social-innovation startups across education, health, agriculture, food safety, policing/cyber-security and skill development — for people, animals, plants and the planet. Goal: 1,000 startups mentored.

Pillar Four — Community Builder & Visionary Leader

Building ecosystems, not just events

From incubating 20+ ventures at Namaskar with Love to mentoring 20+ youth-led start-ups through Innovation Hubs, Santosh's community-building instinct shows up as infrastructure — programmes, cohorts and institutions designed to keep multiplying without him in the room.

Young Innovator Program

A glimpse of the hands-on skilling model Santosh brings to India's youth — modern technical fluency taught alongside the human skills that make it matter.

“

India's youth don't need more information — they need the confidence to act on it, and the empathy to lead others while doing so. Every Learning & Development programme I design rests on three convictions: teach modern technical skills hands-on, not theoretically — AI, quantum-readiness and digital tools learned by building, not by lecture. Pair every hard skill with a human one — technical skill without empathetic leadership produces brittle managers, not builders. And measure success by transfer, not attendance — a training programme has only worked when the learner can now teach someone else.

— Santosh Talaghatti
🛠️

Modern Technical Fluency

AI, automation, quantum-readiness and digital tools taught through applied projects — the same build-first method used across 25+ transformation programmes.

🤝

Empathetic Leadership

Soft-skills and emotional intelligence embedded into every technical curriculum — because the youth who lead India's next workforce must manage people, not just systems.

🔁

Train-the-Trainer, Always

Every cohort is measured by whether its learners can now train others — the same multiplier logic behind 60,000+ teachers and 80,000+ professionals upskilled to date.

Pillar Five — Quantum Scientist

Building India's quantum & AI stack, toward diseases science hasn't cracked yet

As Founder & Principal Investigator at Quantum World Ventures, Santosh leads indigenous research aligned with the National Quantum Mission (NQM) — bridging photonic hardware, secure networking, and applied quantum physics into deployable, fundable ventures.

◈

Photonic Quantum Networking

Designing and validating photonic quantum links, entanglement distribution mechanisms, and hybrid quantum-classical communication layers — addressing India's missing layer of scalable quantum interconnects.

⬢

Quantum-Secure MedTech

Interfacing Quantum Key Distribution (QKD) and Post-Quantum Cryptography (PQC) with real OEM medical devices, imaging systems, sensors, and clinical data flows — translating quantum security into regulated healthcare environments.

🧬

AI-Driven Disease Diagnostics

A core research direction at Quantum World Ventures: quantum-enhanced imaging and sensing combined with AI, aimed at earlier and more accurate diagnosis of diseases such as cancer — and next-generation intelligent devices that resolve diagnostic ambiguity at the point of scan, not days later in a lab.

✦

AI, Blockchain & Enterprise Architecture

Consulting on AI-driven governance and Quantum policy advisory (Karnataka Quantum Mission); TOGAF-certified enterprise architecture; blockchain-led emerging technology leadership across public and private sectors.

The Venture

Quantum World Ventures (QWV)

Founded in 2025, QWV is a deep-tech venture applying AI and Quantum Technology to healthcare innovation and national infrastructure. Santosh leads strategy, fundraising, and a multidisciplinary team across research, engineering, and business functions — building organisational systems for financial governance and investor reporting from inception, in collaboration with partner institutions including QMDF @ IIT Delhi.

I’ve learned the same lesson in a server room, a village school, and a temple courtyard: real progress is quiet, patient, and never about you.

— Santosh Talaghatti
Pillar Six — A Great Human Being

An innovator for social impact — who never forgot where he came from

Santosh brings over 20 years of experience across large-scale public-sector transformation, AI-led digital reform, and change management in multiple Indian states — work that has connected 10,000+ rural schools, trained 60,000+ teachers, and upskilled 80,000+ professionals nationwide.

He has served as a Technical Committee Member and Strategic Change Management Consultant to NeGD/MeitY (Government of India) on the Kerala e-Governance Mission Team, as Economic Adviser to the Government of Rajasthan's Finance Department (IFMS/FinTech modernisation, via PwC), and as Founder & CEO of two mission-driven organisations — eLMNOP (a National Award-winning EdTech startup) and the Namaskar with Love Foundation. He now leads Quantum World Ventures (QWV), a deep-tech venture applying quantum communication and AI to healthcare and national infrastructure.

His leadership bridges academic rigor with startup agility: problem definition, system architecture, Technology Readiness Level (TRL) progression, IP strategy, and policy-aligned execution — a rare combination that lets him move ideas from laboratory to legislature to last-mile village.

Quantum Communication Photonic Networking AI & Blockchain e-Governance Change Management EdTech & Skilling Public Financial Management Policy Advisory Vitthal Bhakti & Abhanga Poetry
Pillar Seven — Devotee, Storyteller & Spiritual Leader

A lifelong devotee of Lord Vitthal

At the heart of Santosh is an unbroken bhakti for Lord Vitthal of Pandharpur — the beloved deity of Maharashtra's Warkari tradition. Across decades he has composed thousands of abhangas, devotional verses offered in the centuries-old lineage of Sant Dnyaneshwar and Sant Tukaram, and it is this same current of devotion — quiet, disciplined, unglamorous — that he has poured into three decades of service to the nation, above all in education and e-Governance.

Shri Vitthal of Pandharpur, the central deity of Maharashtra's Warkari devotional tradition
पुंडलिक वरदे हरी विठ्ठल श्री ज्ञानदेव तुकाराम
"Pundalik Varde Hari Vitthal, Shri Dnyandev Tukaram" — the timeless jaikara (call) of Pandharpur's Warkari pilgrims.
The refrain that has echoed through Santosh's own abhangas for Lord Vitthal — a devotion he carries, quietly and without ceremony, into every classroom, server room and government file he has touched.
🙏

Devotion to Lord Vitthal

A lifelong devotee of Vitthal of Pandharpur, the central deity of Maharashtra's Warkari sampradaya — a bhakti tradition that holds humility, service and simplicity above ritual and reward.

📿

Thousands of Abhangas

Following in the poetic footsteps of Sant Dnyaneshwar and Sant Tukaram, Santosh has composed thousands of abhangas in praise of Vitthal — a private, sustained practice of devotional Marathi verse spanning decades.

🕊️

Seva as Bhakti — Education & e-Governance

The same devotion behind his abhangas has shaped his public life: 10,000+ rural schools connected, 60,000+ teachers trained, and state e-Governance missions led — service to the country offered, in his words, with utmost devotion.

📖

Storyteller & Spiritual Guide

Beyond the written abhanga, Santosh carries an oral tradition — hundreds of spiritual and moral stories shared over the years with students, communities and fellow seekers, in the same Warkari lineage of teaching through narrative that runs from Sant Dnyaneshwar to the present day.

“

Wherever your science and your technology can reach, let them reach — but let them always travel as seva. I did not raise you to chase applause; I raised you to lift someone up. Go, light the world with your knowledge, for social good and for the nation — only never forget the ground, and the people, you came from.

Shri Dhirendra Krishna Shastri Ji

Guru — Bageshwar Dham Sarkar
“

Guruji's blessing, which Santosh carries into every classroom and every server room: seva parmo dharma — service is the highest duty. Let your science serve Bharat Mata; let your technology serve humanity. That, and nothing less, is true bhakti to the Lord.

— teaching received from Guruji
Mata Amritanandamayi (Amma), spiritual inspiration to Santosh Talaghatti

Mata Amritanandamayi

Spiritual Inspiration — “The Hugging Saint”

Amma's example anchors Santosh's understanding of seva: five decades of embracing the world's poor, building free hospitals, homes and schools across every continent, without asking anything in return. Her reminder that compassion in action outweighs compassion in word shapes how he measures his own institutions — not by what they promise, but by who they actually reach.

Dr. A.P.J. Abdul Kalam, former President of India and inspiration to Santosh Talaghatti

Dr. A.P.J. Abdul Kalam

Missile Man of India & Former President — Recognised His Work, 2005

The scientist-president who dreamed in the language of the next generation. His ICT Excellence Award recognition of Santosh's early rural-education work in 2005 remains the validation Santosh returns to whenever the mission feels too large — proof that a village classroom and a mission to Mars answer to the same question: what will you do for your country's children?

Dr. Vijay Bhatkar, architect of India’s PARAM supercomputer, inspiration to Santosh Talaghatti

Dr. Vijay Bhatkar

Padma Bhushan — Architect of India's PARAM Supercomputer

A real mentor from 2007–2014 at the ETH Research Lab, where Santosh worked alongside the man who built India's first indigenous supercomputer under a global technology-denial regime. Bhatkar's proof that India need not wait for permission to build frontier technology is the same conviction now driving Quantum World Ventures.

AnA Ji, Counselor and Mentor to Santosh Talaghatti

AnA Ji

Counselor & Mentor

A steady counselor and mentor whose guidance on women's empowerment, emotional wellbeing and change-management practice has shaped how Santosh leads. Miles away physically, she has been intellectual support and encouragement at every moment Santosh needed it — throughout the creation of every lab and every programme.
